    REF traveled to Albany on Wednesday, August 1st and met with Katie Campos, Governor Cuomo's K-12 Secretary of Education! She was impressed by
    the numberfuture VOTES of parentsstudents. If we represent, our knowledge about education issuesthreaten Gov. Andrew Cuomo’s re-election and was interested in hearing our suggestions. REF's consistentpresidential hopes, he just might stop and listen.
    WHAT: Coordinated statewide action at 12 noon, on January 20, 2014, Martin Luther King Jr. Holiday. This is a parent/student-led action, with no involvement from the teachers unions. But teachers and union members are welcome to attend.
    WHERE: Pick a convenient, indoor (warm) local spot like the nearest mall.
    MESSAGE: The primary
    message has been thatshould come from the students who will become eligible voters soon (grades 8–12 with a focus on 11 & 12th graders) something like this…
    Unless you listen and change,
    we need more fundingwill not vote for our schoolsyou. Right now… we, the future voters of NYS,
    consider you the
    WORST EDUCATION GOVERNOR EVER!
    We want to be challenged
    and less high stakes standardized tests. Weinspired, not bubble-tested, lab rat statistics to be sold as profitable data points!
    The secondary message should come from parents. Talking points
    are hoping that this is the startbeing developed. Policy demands are being developed as well. Suggestions?
    HOW:
    Organize a group
    of an ongoing relationship withstudents, parents, PTA members and school board representatives, teachers and administrators to hold a rally at your local mall around the Governor's office resultingstate all on MLK day. Identify student leaders who are eager to speak out.
    Send out press releases
    in an increaseadvance to get coverage (samples will be provided), get students involved in fundingmaking posters and a decrease in high stakes standardized tests.signs, have them create internet Memes and send on social media.

    hearing our suggestions. REF's consistent message has been that we need more funding for our schools and sign on to joinless high stakes standardized tests. We are hoping that this is the boycott.
    Ask your child’s principal for the dates
    start of an ongoing relationship with the field testsGovernor's office resulting in their school. The field tests are scheduled for a few gradesan increase in each school, not every one. The principal will choose the date based on the range determined by NYSED - June 5-8 for ELAfunding and Math, and May 14-18 for Science.
    Send your principal
    a letter informing them of your intent to boycott. Feel free to use the sample letter provideddecrease in the link to the boycott registration.
    Recruit other parents to work with you to get as many parents as you can at your school to participate in the boycott.

    REF recently met with State and Federal Legislators and outlined this set of requests:
    Funding:
    Federal - Fully Fund IDEA: Federal Funding is 17% - $10.5 Billion short of initial commitment. At the same time Special Education costs have increased 40% in the past 5 years in NYS. Appropriately funding IDEA would enable school districts to maintain programs such as full day kindergarten and reasonable classroom sizes that contribute greatly to student education.
    State - Fund the scoring and copying of NYS standardized tests: NYS schools are spending thousands of dollars annually scoring and copying state tests. Theses costs are attributed either to sending tests to outside vendors such as the Lower Hudson Regional Information Center (LHRIC) for scoring or hiring substitute teachers to be in the classroom while teachers are scoring tests, taking more time away from valuable classroom instruction. Many other states, including NJ, handle the scoring and copying of state tests.
    State - Fund the technology that will be needed to implement mandated PARCC Assessments in 2014 - PARCC received an $186 million grant through the U.S. Department of Education's Race to the Top assessment competition <http://www2.ed.gov/programs/racetothetop-assessment/index.html> to support the development and design of the next-generation assessment system, however there does not appear to be any funding allocated for the hundreds of computers needed to give the PARCC assessments - for more information - http://www.parcconline.org/about-parcc
    Testing Specifics:
    Federal & State - Revise the RTTT requirements and NYS APPR regulations that link teacher evaluations to student test scores - Parents throughout NYS believe that this method for evaluating schools and teachers creates negative consequences for students whose teacher's livelihood is now based on student performance on tests. View this link for some specifics - https://nyack-ref.wikispaces.com/APPR+costs+%26+commentary . We would like to explore other methods for ensuring that teachers and schools are addressing student needs adequately.
    State - Shorter, better standardized tests created in collaboration with educators, not top down from corporations: NYS standardized tests have increased from being given in 2 grades, for 4 days of 45 minute tests, to being given in 6 grades , for 6 days, of 90 minutes each. There were also significant errors in this year's tests created by Pearson. We would like to see more quality control oversight before the tests are given to students. Attached is the NYSSBA paper about "Testing Effects on Instruction" which highlights the problems and potential solutions.
    Federal - Suspend the RTTT mandate requiring states to create a database to track student records across states: NYS has joined The Shared Learning Collaborative, a group that has been charged with creating a set of shared technology services to manage student data. The ACLU has issued a statement ( http://www.aclu.org/technology-and-liberty/students) questioning the legality of how much and in what ways student information can be shared.

    Federal and State:
    NO NEW UNFUNDED OR PARTIALLY FUNDED MANDATES: Both the Federal and State government continue to impose mandates upon schools that cost money that schools just do not have. Race To The Top and the NYS APPR are huge, grossly underfunded mandates. Let's use the recommendation made by Cuomo's own NYS Mandate Relief Redesign Team in it's 2011 report to retroactively solve some of these problems :
    Prohibit New Unfunded Mandates
    Permanently fix the problem of unfunded mandates by advancing a constitutional amendment – and in the meantime a state law –providing, with very limited exceptions, that new state mandates on local governments, including school districts, will not be effective unless the State fully funds the mandate or the local government affirmatively votes to comply with the mandate.
    Require Independent Cost Analysis of Mandates
    Strengthen the current ineffective fiscal impact statement process by requiring legislative fiscal committees to determine the need for and prepare fiscal impact statements, codifying Executive Order 17 fiscal impact statement methodology and local government consultation
    requirements, and assuring that decisions, determinations and methodologies are posted on electronic bill status portals.

    Another concern, while I understand that it is important to get lots of letters submitted to principals, I'm not understanding how it helps or makes sense for parents of kids NOT scheduled for field tests to send in boycott letters. I could send a letter to my prinicipal indicating that I do not plan to allow my children to take part in field tests at any time, but I just don't feel its appropriate for me to send in a letter refusing a test my daughter isn't be asked to take. I actually wish she were scheduled for one so I could better lead the way by example! Thoughts???

    How to boycott
    After the meeting on May 9th I had some concerns about how to implement the boycott if the field tests are given, which I think is likely. I am very concerned about asking children to write "Refuse" or complete the test with all A's. Asking for an alternate activity or taking a child out of school during the test is one thing, but asking them to actively participate is another. If kids are asked to personally implement the boycott, they need to be involved in the discussion and the decision. Some 3rd graders can understand and make a decision on this, but for many it might be a stretch, and could send them the wrong message if they don't understand what they are being asked to do and why. We don't want the testmakers and the state to "use" our kids inppropriately, but we also need to make sure that we don't "use" them inappropriately ourselves.
